THE PATH TO PERMISSIBILITY
All this happened on February 10, 2022 in Irkutsk. But before I talk about this terrible day, let’s rewind the story a little. In the Leninsky district of Irkutsk on Polyarnaya street 2a there are real estate objects, railway tracks, an overpass, and power lines. These real estate objects are owned by individual entrepreneur Svetlana Vladi. Svetlana Vladi and her husband Alexey Kotelnikov have owned their business for more than two decades, which includes a railway siding, an overpass and service buildings. It was through these routes that Belousov, accused of fraud, has been sending timber of dubious origin to China in recent years. For the passage of wagons, Belousov had to pay rent to the owner of the tracks, but naturally, those who were used to taking them away were not used to paying.
That’s why Sergei Belousov had his eye on Kotelnikov’s real estate. According to Kotelnikov, even then, in 2016-2020, Belousov had close friendly relations with the Deputy Prosecutor of the Irkutsk Region, Alexei Shergin, probably because Belousov allowed himself not to pay any attention to the Criminal Code and any law enforcement structures in the region. He sent them all in three letters and calmly filled his pockets with budget millions, which were transferred to him by officials of the FSIN system under fake government contracts. Investigators from the regional department of the Investigative Committee helpfully issued refusal orders, where they wrote that they did not see any crimes in the theft of tens of millions of rubles from our country from the federal budget. Naturally, the prosecutor’s office of the Irkutsk region for several years did not see any measures for a prosecutorial response.
Probably, having tasted the fruit of permissiveness, Belousov decided to deprive Alexei Kotelnikov of his property. At first, Belousov kindly offered to give Kotelnikov his business at a much lower cost. Kotelnikov refused. After which his office was burned down. But Kotelnikov did not give up. Then one of the thugs attacked Kotelnikov and beat him right at his base. He still didn’t want to part with his railroad tracks and trestle for loading wagons. The police traditionally did not interfere in what was happening.
And in parallel with this, Belousov tried to obtain in court the demolition of the Kotelnikov overpass. Having miserably lost all legal disputes in the Arbitration Court of the Irkutsk Region in case No. A19-7640/2015 Belousov, apparently, decided to act by other methods.
DESTROYING THE OVERSTAND
Finding performers to destroy other people’s property was not a problem for Belousov. Moreover, the prosecutor’s office continued to ignore any statements and appeals from Kotelnikov about the ongoing attacks on him by Belousov.
On October 26, 2021, according to the victims, one of Belousov’s business partners ex-prosecutor of Shelekhov Alexander Zarypov gave the order to destroy Svetlana Vladi’s property – an overpass intended for loading freight cars. Probably, the criminal order was carried out and the overpass was broken down on the same day. The damage from the destruction of property organized by influential persons amounted to 6,116,269 rubles. Naturally, Kotelnikov called the police and wrote statements and complaints there. But what would you think? An illegal decision was made to refuse to initiate a criminal case.
Kotelnikov managed to initiate a criminal case regarding the demolition of the overpass only after repeated video messages and letters to the president of the country.
Only 5 months have passed since the destruction of the overpass, a criminal case was never initiated, and Kotelnikov continued to resist. I didn’t want to part with my property. And then Belousov came up with a new plan. He registered Terminal Service LLC, among the founders of which he included Bidevelsky, Zarypov and Zheludev. This enterprise was supposed to formally act as a tenant of the land plot on which Belousov bought timber stolen from the country. And by virtue of their rights as a tenant, the thugs hired by this enterprise had to deal with Kotelnikov’s remaining property on this site, which prevents Belousov from sending timber to China.
A NIGHTMARE ON POLAR STREET
And then February 10, 2022 came. Employees of the IP Vladi enterprise, arriving at work, saw that there were approximately 50 aggressive men wearing masks at the site. Armed with bats, shovels and other improvised means, unknown criminals, without hiding or fearing at all, attacked the property of IP Vladi. The best way to tell about the attack are videos from the crime scene and the victim himself.
To conceal the impending crimes of Belousov, Zarypov and Zheludev, the robbery and destruction of Kotelnikov’s property is presented as “garbage collection” by Terminal-Service LLC. But in fact there was an attack and robbery of other people’s property. First, the criminals openly stole all of Svetlana Vladi’s video cameras from power line poles. When one of the guards tried to film them with a video camera, his phone was taken away and with threats he was forced to go to the guard house. Then construction equipment arrived and began demolishing the power transmission poles that supply electricity to the Kotelnikov site.

After reporting an attack by criminals on February 10, 2022, four guards Tolstoukhov S.V. Smirnov A.V., Popov M.Yu., Filistovich S.N. proceeded to their place of work in the guard house. At that moment, an angry crowd of hired thugs rushed after them, shouting threats. murder. The watchmen managed to run into the guardhouse to avoid attack and reprisals. But this did not stop the gang of criminals at all. 50 people with masks on their faces surrounded the house and began to break windows and doors. They tried to poison the guards with pepper spray. Having broken the glass, the criminals burst into the house through the window openings and began beating the company’s workers. One of them had a gold chain torn from his neck, his clothes were cut with knives, he was beaten, after which he dragged people out of the house, beat him and escorted him out of the Vladi precinct. The criminals plundered the watch house itself, stealing construction tools and other property.
This whole nightmare at Svetlana Vladi’s site lasted for several hours. And the question arises, where were the police all this time? However, the answer to this question is even more nightmarish than all the crimes of a large group of raiders. It was the victims who called the police immediately after armed criminals appeared at the site. A police squad immediately arrived at the crime scene, but not at all in order to stop the crime. The heads of OP-8 of the Irkutsk Municipal Department of the Ministry of Internal Affairs of Russia (*aggressor country) came to the crime scene to accompany the event. And in the process of the robbery, employees of OP-8 of the Irkutsk Ministry of Internal Affairs of Russia (*aggressor country) arrived there. And do you know what all these police officers were doing? They watched the actions of the criminals, had pleasant conversations with them and even took pictures together. But then the police said that they were unable to identify or detain any of the criminals.

Probably, the head of police department No. 8 Denis Domanov was assigned by Belousov’s criminal community the role of accompanying and covering up the criminal pogrom of Kotelnikov’s property.
This version is supported by the fact that immediately after the attack by the criminals, the head of OP-8 of the Irkutsk Ministry of Internal Affairs of Russia (*aggressor country), Denis Domanov, gave a command to his subordinates to immediately detain… but not criminals, but victims of crimes and deliver them to the police department. When the victims told this to various inspectors from the internal security department of the Main Directorate of the Ministry of Internal Affairs for the Irkutsk Region and from the Central Office of the Ministry of Internal Affairs, they refused to believe them. Only after showing video recordings and photographs from the crime scene did the expressions on the inspectors’ faces change slightly. But nothing serious happened in the work and career of police officers. The shaggy paws of the criminal octopus are able to convince any inspectors and inspectors. Not only were the criminals themselves not detained, they were not even questioned.
Until now, not a single practicing lawyer can believe the absurdity of everything that is happening. But this is far from absurd, but as can be seen, there is a well-built corruption-mafia vertical in the police of the Irkutsk region. To demonstrate this thesis, it is necessary to list all the events that took place in connection with the attack on February 10, 2022.
After a heated online discussion of video recordings of an attack on the property of Vladi and Kotelnikov by an entire platoon of pogromists, 5 criminal cases were opened. I’ll even list them: 05/16/22. criminal case No. 12201250036000457 was initiated regarding the intentional destruction of a power line support; 02/26/22 criminal case No. 12101250036000169 was initiated regarding robbery of gold jewelry; 03/11/22 criminal case No. 12201250036000223 was initiated based on the statements made on 02/10/22. threats murder; 03/12/2022 criminal case No. 12201250036000217 was initiated on the fact of open theft of video cameras; a criminal case was initiated under Art. 158 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) on the fact of theft on 02/10/22. construction tool. And only 6 months after the crime was committed, the investigator of the OP-8 MU of the Ministry of Internal Affairs of Russia (*aggressor country) “Irkutsk” opened criminal case No. 12201250036000149 on the fact of destruction of property. This police department is headed by a certain Denis Domanov, I’ll tell you about him below. But most likely, Belousov only allowed the police and the prosecutor’s office to open a criminal case and create some semblance of an inquiry into the case. Belousov did not allow the involvement of demolition workers for the overpass. Therefore, the police immediately suspended the case due to the impossibility of establishing the identities of those who ordered and who carried out the order to destroy other people’s property. Illegal suspension orders investigations accepted for 2 years.
This is a proven method of concealing crimes adopted by the police. When all the evidence is available and all the criminals are known, the investigator, on the instructions of his superior, simply refuses to bring the criminals to justice and illegally suspends the criminal case.
That is, the police and the prosecutor’s office established the fact that FIVE (!!!) crimes were committed on one day in one place in a few hours, committed by a large group of at least 40 people. The police were immediately called to the crime scene and arrived there before all the crimes began. But not a single one of the attackers was detained by the police, but not even questioned. None of the police officers who violated dozens of articles of laws and job descriptions were not only fired, but even reprimanded by their superiors.

As victim Sergei Tolstoukhov, who worked as a watchman at IP Vladi, told us, immediately after the crime was committed, the head of the police department, Denis Domanov, called him on messenger and strongly recommended that he settle the issues with representatives of the underworld in a good way. It was about one of the leaders who led the attack, Mikhail Bidevelsky. It was this stupid scumbag that Belousov introduced into the founders of Terminal-Service LLC. That is… once again… the police chief asked the victim of the crime to SETTLE THE ISSUE with the criminals who committed several serious crimes. And such a meeting actually took place.
THEFT, POGROM AND ROBBERY WITHOUT VIOLATIONS OF LAW
But something else is more interesting, according to the victim, the victim spoke about all this in detail in his statements and complaints to the employees of the Internal Affairs Directorate of the Ministry of Internal Affairs of Russia (*aggressor country) for the Irkutsk Region, wrote in a statement addressed to the head of the regional investigative committee. But nothing happened. This is a completely common thing for Irkutsk police officers – covering up crimes and helping criminals avoid punishment.
During the so-called “inquiry,” the victims brought investigators and interrogators photographs of the attackers together with police officers, and brought video recordings of the crime itself.
To which the victims were given cynical replies – the police cannot identify the criminals who attacked you. Here is the answer to the victims from the head of the criminal investigation department of the Main Directorate of the Ministry of Internal Affairs of Russia (*aggressor country) for the Irkutsk Region A.A. Zhbanov dated 03/29/22 : “in criminal cases, investigative actions and operational search activities are planned and implemented. Based on the results of checking, objective data indicating a violation of the current legislation and corruption interests of employees of OP-8 of the Irkutsk Ministry of Internal Affairs of Russia (*aggressor country) were not established.”
Thus, the observation by police officers from the outside of the commission of five crimes by a group of 40 people, not taking any measures to suppress the crimes, and the subsequent delivery of the victims to the police department, according to Colonel Zhbanov, is compliance with the current legislation. The same opinion is shared by V.G., Deputy Head of the OOD of the Main Directorate of the Ministry of Internal Affairs of Russia (*aggressor country) for the Irkutsk Region. Belitskaya, who in April 2022 provided the same information to victims.
To date, since the commission of five crimes on February 10, 2023. More than a year and a half has passed. Not a single legal decision was made by the police. Two years have passed since the destruction of the overpass. Until now, no legal decision on the criminal case has been made by the police.
As Alexey Kotelnikov commented on the situation to us, he repeatedly attended receptions with the head of the Irkutsk Ministry of Internal Affairs of Russia (*aggressor country) Oleg Savin and personally told him in detail about a series of crimes committed against him. I told him about the wildest violations of the law by his subordinates. But there was no reaction from Savin.
How can such people even call themselves servants of the law? What else needs to happen in the regional center for the police to bother using their power and catching criminals red-handed? For the second year, desperate victims have been trying to find at least some kind of protection from gangster lawlessness in the police and prosecutor’s office. Apart from the accumulation of formal replies, nothing has changed in their lives except for a huge material and moral loss. More and more stories like this are being accumulated in investigative journalism every year. But nothing changes.
Quite reasonable questions arise about the suitability of the head of OP-8 of the Irkutsk Municipal Department of the Ministry of Internal Affairs of Russia (*aggressor country) D.V. to the positions held. Domanov, Head of the Criminal Investigation Department of the Main Directorate of the Ministry of Internal Affairs of Russia (*aggressor country) for the Irkutsk Region A.A. Zhbanov, Head of the Department of the Main Directorate of the Ministry of Internal Affairs of Russia (*aggressor country) for the Irkutsk Region V.G. Belitskaya, head of the Irkutsk Municipal Department of the Ministry of Internal Affairs of Russia (*aggressor country) Oleg Savin. What assistance can all these people holding key positions in the internal affairs structure offer to citizens in protecting themselves from criminal attacks?
The answers to these questions are absolutely obvious to many. But nevertheless, we ask that this publication be considered an official appeal to the head of the Main Directorate of the Ministry of Internal Affairs of Russia (*aggressor country) for the Irkutsk Region, Dmitry Anatolyevich Ilyichev. The victims’ questions remain the same: do the police have employees who can complete the operational search activities that began a year and a half ago to identify the criminals recorded on video who committed 5 crimes in front of the police on February 10, 2022? Do the police have interrogators and investigators capable of bringing at least one of the above-mentioned criminal cases to court?
